The smallest useful survey is a disciplined answer to a familiar problem: a team has a decision to make, several people have questions, and the questionnaire slowly becomes a container for all of them. Cutting it down is not about reaching a fashionable number of questions. It is about keeping only the evidence needed to choose a sensible next action.
A short survey is easier to fit into a busy day, which is a good reason to avoid unnecessary burden. But shortness alone is not quality. A one-question survey can be beautifully focused, or so thin that it produces a score with no clue what to do about it. The aim is the smallest survey that is still capable of changing a decision.
Start with a decision map
Before writing questions, complete four sentences:
- We need to decide whether to do A, B, or neither.
- We need to hear from these people because they experienced the choice.
- We would take a different action if we saw this pattern rather than that one.
- We already know these other things from product data, support records, or earlier research.
The final sentence is often the most useful. Surveys are rarely the only source of information. If account type, purchase history, or the step a person completed already exists elsewhere, do not ask people to repeat it merely because it would be convenient to see in one spreadsheet.
Imagine a team trying to improve onboarding. It is tempted to ask about the welcome email, every setup screen, the pricing page, support, desired features, and the brand. Its real decision, however, is narrower: should the next improvement focus on the setup instructions or on personal help? A small useful study might ask recent users how easy the setup was, where they first needed help, and an optional open question asking what would have made that moment easier. The answers will not explain every aspect of the product. They can still be enough to choose the next experiment.
Give each question a job
Test every proposed question with three checks. First, would a different answer change an action? Second, can we learn this more reliably from a source we already have? Third, does the answer help interpret another answer that would otherwise be too vague? Keep a question when it passes one of these tests clearly. Otherwise, park it in a research backlog.
This distinction helps with open questions. They are not automatically extra or optional decoration. One well-placed open follow-up can reveal the language people use and the obstacle behind a low rating. Five broad open questions, however, can turn a focused survey into a writing task for respondents and an analysis task for the team. Ask for explanation where it changes the next move; do not ask for an essay because an answer might contain something interesting.

Know the limits
Some decisions genuinely need a broader instrument. A recurring health tracker, a formal service assessment, or research that must compare many groups may require more questions and more careful sampling. The answer is not to pretend those needs do not exist. It is to separate them from a quick decision study, or to rotate modules rather than asking every person everything every time.
Finally, test the survey with a few people before sending it widely. Watch for terms they interpret differently, moments where they need information you assumed they had, and questions that feel repetitive. Good question wording and a short, clear flow protect the quality of the answers as much as they protect the respondent's time.
The practical rule is simple: begin with the action, keep the evidence that can change it, and leave the rest for a study that can do it justice.
